Sylvanus founded A-1 Affinity Care after working in the healthcare industry planning and providing HCS program services to individuals with intellectual developmental disabilities and related conditions (IDD/RC) in group home settings for a decade. He previously trained and served as a public school administrator and a public school teacher, teaching both regular and special education students for 20 years. For him, planning and providing services to individuals with intellectual developmental disabilities and related conditions is not just work. It’s a commitment to serve them, empower them, and integrate them into the communities in which they live. Sylvanus holds a PhD in Educational Leadership & Policy Studies.
Peninah believes every individual deserves to be treated with dignity, respect, and compassion. As Director of A-1 Affinity Care, she is dedicated to creating a safe, supportive, and nurturing environment where individuals with intellectual and developmental disabilities can thrive while families have confidence that their loved ones are receiving exceptional care.
With a Bachelor of Science in Biology and a Master of Public Health, Peninah brings both professional expertise and a genuine heart for service. She oversees the day-to-day operations of the agency, working closely with staff, families, and healthcare professionals to ensure that every person receives individualized, person-centered care that promotes independence, growth, and meaningful participation in the community.

Her goal is for every individual to feel respected, supported, and empowered, while giving families peace of mind knowing their loved one is cared for as a member of the A-1 Affinity Care family.

Maria Rodriguez is the HCS/TxHmL Program Coordinator at A1 Affinity Care with over 10 years of experience in the Texas HCS and TxHmL waiver programs. She is bilingual in English and Spanish and is committed to providing person-centered services while ensuring compliance with HHSC standards. Maria works closely with individuals, families, guardians, and care teams to promote quality services, community inclusion, and positive outcomes.
Marianne serves as the Administrative Assistant and Quality Coordinator at A-1 Affinity Care. She plays a key role in ensuring the smooth day-to-day operations of the office by mainly managing billing, monitoring the completion and accuracy of documentation, and ensuring timely submission of billing and reports. Marianne also coordinates closely with the Program Director and Program Coordinator to maintain compliance, support administrative processes, and help deliver efficient, high-quality services to both clients and the team.
